OXCI, an 11 State Consortium Chooses Open Source

Eugene, OR—counterclaim Inc., a Eugene, Ore.-based software development company, is developing and testing software that makes electronic filing of court documents easy and accessible to all attorneys and courts in the country. The software, known as “OXCI EFM,” is a custom-designed middleware that acts as a “gateway” between a court’s case management system and any party filing documents electronically.

Working with the Open XML Court Interface (OXCI) consortium, a group of 11 state court systems, counterclaim is testing the efficacy of the software at three pilot sites, two in Georgia and one in Washington state. counterclaim is developing the technology at the request of the Georgia Administrative Office of the Courts (AOC). The Washington state AOC is managing the project. The pilot project, expected to be completed by early September, includes design, development, testing and implementation.

OXCI EFM middleware will provide an open-source implementation of an electronic filing manager. It is being designed to work with existing court management systems and with LegalXML, the industry standard for transporting the data associated with court filings and other court documents.
