Counterclaim’s courtPASS was designed with two goals in mind. One is to allow courts to post public court information associated with cases on a Web Page so that attorneys, pro se litigants and the public alike may access court and case information without tying up vital court resources at cost that ay court can afford. Secondly, courtPASS acts as a filing interface for the court. courtPASS works with and Electronic Filing Manager (EFM) and a court’s existing Case Management System (CMS). The idea behind courtPASS is to provide a simple and cost effective solution that works with a courts existing technology.

The benefits to courts are quickly apparent in the following scenario – suppose a judge, court clerk or other court personnel finds themselves either working from home or on the road and has to access or print a document they will have instant access to view or print documents from home, on the road, the bench or from chambers. If a filing is for any reason rejected, or another problem arises, court personnel can automatically “alert” the attorney through a system message. In addition, judges will have the ability to issue and serve court orders electronically.

courtPASS allows attorneys, paralegals, pro se litigants, or other stakeholders can complete and approve pleadings, then simply log on to the secure web site to both file the documents with the court and serve them on the other party or parties. Attorneys, pro se litigants, and other parties to a case will have the ability to instantly access court documents from virtually any computer in the world. In addition, the system will provide reporting capabilities to registered users like automatic notifications about activity in cases you are subscribed to as well as automatic management of service lists.

Electronic filing has been regarded as the Holy Grail within the court community and viewed with skepticism among legal practitioner – due in large part to the historical adoption of technology and the cost associated with new technology. However, courtPASS and openEFM are available to a court today at a price any court could afford,” says Thomas W. Hemphill, chairman of counterclaim. “And, with shrinking budgets and greater demands for court services this technology may be a way for a court to free up valuable resources.”
